Is it possible for me to apply for a working visa while I am in Canada for as tourist?
Normally you should apply for the VISA at the Embassy or Consulate of your country, but even if you are in Canada, you can still send the application and paper work by mail.
The only times when you can apply for a VISA while in Canada is to extend the VISITOR or STUDENT VISA or WORK PERMIT (if you already have one). But If you are applying for the 1st time you might lose your money and get a negative response.
I remember there is a Student Working Abroad Program (SWAP) and others that I cant recall exactly, but its easy to apply and you get a work permit. (As I said, ask the Canadian Consulate/Embassy for more info).
